Whitewing Communications is comprised of retired Southwestern Bell (AT&T) Communications Engineers with over 210 years of combined communications experience which includes 80 years of working with/for the Federal Government; conducting surveys, taking field notes, designing conduit and cable (copper and fiber) plant, and drafting construction plans for OSP and Inside Plant (ISP/Building) projects. We design projects with consideration given to the Master or Long Range Plans for the area (land usage, present and future) and budget constraints. Our designs are based on the BICSI Standards, I3A Standards, RUS Standards and our years of engineering experience using guidelines established by the Bell System.
Whitewing Communications has been contracted by the Army (and now the Air Force) for the past ten years to write, analyze, and consult on RFQ’s (RFP’s, SOO’s, SOW) for OSP and ISP projects at Ft Sam Houston. We also provide the government with cost estimates (IGCE’s) for our RFQ designs.
Whitewing Communications understands the importance of a Master Plan and is accustomed to engineering to the plan. Several years of our work at Southwestern Bell Telephone were devoted to developing Master Plans called Long Range Outside Plant Plans. We actually developed a Master Plan for Ft Sam Houston several years ago.
The BISCI and I3A standards are very specific standards and easily verifiable if you have the knowledge and experience that Whitewing has. We have Quality Inspection Forms to inspect everything from Communication Rooms (TR’s) to manhole and conduit placements. The BISCI and I3A have specific Testing Standards for OSP and ISP; copper, fiber and CAT6 facilities that should be adhered to.
Whitewing Communications has two Registered Communications Distribution Designer/Network Transport Systems Specialist (RCDD/NTS) certifications and one Licensed Professional Engineer on staff. ProComm Services also has a Facility Security Clearance.
Whitewing Communications developed the OSP records that are currently being used by Ft Sam Houston and for the past 12 years Whitewing Communications has also maintained the OSP records for Ft Sam Houston and Camp Bullis.
Whitewing Communications is comprised of Partners, Engineers, and Project Managers that have all had life long careers in communications. We have engineered, bid, constructed, maintained and repaired; Copper Plant, Fiber Plant, Outside Plant, Aerial Plant, Buried Plant, Underground plant, and Inside Plant Facilities; for voice, data, and wireless networks. Whitewing Communications knows and understands communications engineering, designing guidelines and standards.
Whitewing Communications has experience with wireless antenna specifications and location selection; and with CATV systems, designs and installation.
The Whitewing Communications engineering team has designed and constructed private fiber networks for various customers. Part of these projects involved helping with procurement of right-of- way for the privately owned facilities.
Our wide-ranging experience and accomplishments over the last 30+ years, has enabled us to become extremely knowledgeable with regard to the overall inside and outside plant public, private and DOD requirements, expectations and specifications.
